After the approval of Premier Li Keqiang, the State Council issued the "Three-Year Action Plan to Win the Blue Sky Defence War" (hereinafter referred to as the "Action Plan"), which clarified the overall thinking, basic objectives, main tasks and safeguard measures of air pollution prevention and control work. Win the timetable and roadmap for the blue sky defense battle.
The "Action Plan" pointed out that it is necessary to take Xi Jinping's new era of socialism with Chinese characteristics as the guide, conscientiously implement the requirements of the Party Central Committee, the State Council's decision-making and the National Ecological Environmental Protection Conference, adhere to the new development concept, adhere to the rule of the whole people, prevent and cure the source, and treat both the symptoms and the root causes. Focusing on the Beijing-Tianjin-Hebei region, the surrounding areas, the Yangtze River Delta region, and the Gansu Plain, we will continue to carry out air pollution prevention and control actions, and comprehensively apply economic, legal, technical, and necessary administrative means to make overall plans, systematic planning, and precise policies. Resolutely win the blue sky defense war, and achieve environmental benefits, economic benefits and social benefits.
The Action Plan proposes that after three years of efforts, the total amount of major air pollutants will be greatly reduced, and greenhouse gas emissions will be reduced in concert, further reducing the concentration of fine particulate matter (PM2.5), significantly reducing the number of days of heavy pollution, and significantly improving the quality of ambient air. , obviously enhance the people's blue sky happiness. By 2020, the total emissions of sulfur dioxide and nitrogen oxides will be reduced by more than 15% compared with 2015; the concentration of cities with PM2.5 non-standards and above will be more than 18% lower than that of 2015, and the ratio of days with air quality at prefecture level and above will be higher. 80%, the ratio of heavy and above pollution days decreased by more than 25% compared with 2015.
The Action Plan proposes six aspects of mission measures and clarifies quantitative indicators and deadlines for completion. The first is to adjust and optimize the industrial structure and promote the green development of the industry. Optimize the industrial layout, strictly control the production capacity of the “two high” industries, strengthen the comprehensive rectification of “scattering and pollution” enterprises, deepen industrial pollution control, and vigorously cultivate green environmental protection industries. The second is to speed up the adjustment of energy structure and build a clean, low-carbon and efficient energy system. Effectively promote clean and warm heating in the northern regions, continue to implement total coal consumption control in key areas, carry out comprehensive rectification of coal-fired boilers, improve energy efficiency, and accelerate the development of clean energy and new energy. The third is to actively adjust the transportation structure and develop a green transportation system. Greatly increase the proportion of railway freight, speed up the upgrading of vehicle and ship structure, speed up the upgrading of oil quality, and strengthen the prevention and control of mobile source pollution. The fourth is to optimize the adjustment of land use structure and promote the management of non-point source pollution. Implement wind-proof and sand-fixing greening projects, promote comprehensive improvement of open pit mines, strengthen comprehensive dust control, and strengthen comprehensive utilization of straw and ammonia emission control. The fifth is to implement major special actions to significantly reduce pollutant emissions. We will carry out key actions in the autumn and winter of key areas, do a good job in the pollution control of diesel trucks, carry out special actions for industrial furnace and kiln management, and implement special rectification of volatile organic compounds. The sixth is to strengthen the joint prevention and control of regional joint defense and effectively respond to heavy polluted weather. Establish and improve regional air pollution prevention and control coordination mechanisms, strengthen emergency response to heavy pollution weather, and consolidate emergency emission reduction measures.
The Action Plan requires speeding up the improvement of relevant policies and providing a strong guarantee for air pollution control. Improve the system of laws, regulations and standards, expand investment and financing channels, and increase economic policy support. Improve the environmental monitoring and control network, strengthen the basic support of science and technology, increase environmental law enforcement, and conduct in-depth environmental protection inspections. Strengthen organizational leadership, clearly implement the responsibilities of all parties, strictly assess accountability, strengthen environmental information disclosure, and build a national action pattern.
